About CIAC

What is CIAC?

CIAC is a statewide professional organization dedicated to improving articulation and transfer across California’s higher education system.

CIAC brings together Articulation Officers and partners from the California Community Colleges, California State University, University of California, and independent colleges and universities to strengthen collaboration and support student success.

Our History

CIAC’s roots extend back to the 1990s, when changes in higher education and federal legislation, including the Higher Education Act, increased the importance of articulation and transfer coordination.

For decades, California’s intersegmental articulation councils connected professionals statewide from the Northern CIAC and Southern CIAC. In 2026, that history entered a new chapter with the creation of a unified statewide California Intersegmental Articulation Council (CIAC).

Our Purpose

Our purpose is to improve articulation among California’s higher education systems and help students make progress toward their educational goals.

CIAC supports student access, transfer, credit mobility, and degree completion through statewide collaboration and communication.

Professional Development

Provide training, mentorship, resources, and professional learning for Articulation Officers.

Intersegmental Partnership

Strengthen communication and collaboration across California’s higher education systems.

About the Organization

CIAC is a nonprofit social welfare organization recognized as tax-exempt under Section 501(c)(4) of the Internal Revenue Code.

CIAC is committed to strengthening articulation and transfer throughout California so students can move between institutions with greater clarity and fewer barriers.
